Tessl: Process portability

Vendored SDD plugin/workflow content can be executed by supported coding agents offline. This is a portable content path, not proof of full-bundle portability. Verifier CI requires TESSL_TOKEN and a configured gateway; independent Verifier execution was not established. Retaining verifier JSON alone does not settle whether the service can be removed.
